Evos, SEFE and Petrogas E&P (Abeona) to explore CO₂ logistics and storage collaboration

Amsterdam, 23-09-2026 — Evos, SEFE and Petrogas E&P have signed a non-binding Memorandum of Understanding (MoU) to align on technical, operational and commercial interfaces across the carbon dioxide (CO₂) transport and storage value chain. The purpose of the collaboration is to identify integration requirements and define the next steps towards an integrated CO₂ transport and storage system, with the three companies representing different segments of the CO₂ value chain.

Evos operates tank terminals in major European ports and is exploring, together with a range of potential partners, the development of liquid CO₂ storage and handling hubs at its locations. This includes terminals in Amsterdam and Hamburg, where captured CO₂ could be consolidated for intermediate storage before being transported to permanent geological storage sites.

SEFE is a leading European energy supplier to industrial customers and actively supports their decarbonisation efforts. The company is exploring its role as a potential CO₂ management partner by helping to integrate the carbon capture and storage (CCS) value chain, from CO₂ aggregation and transportation to permanent storage in suitable geological formations. Together with partners, SEFE is developing transportation solutions and securing access to storage capacity across Europe.

Petrogas E&P, through its subsidiary Abeona CCS Storage B.V., is developing a CO₂ transport and storage project in the depleted Q1 oil fields in the Dutch North Sea (the Abeona project). By reusing existing infrastructure, including a temporarily suspended pipeline, the project offers a practical and timely route to store CO₂, while keeping spatial impact limited. It also supports the technical, commercial and operational capabilities needed for the energy transition.

The MoU creates a framework for the companies to examine where their activities in the CO₂ value chain and existing logistics infrastructure may connect. The work will include technical interfaces, operational requirements, regulatory pathways, commercial alignment and the possible scope of a feasibility study.

Jorden van Foreest, Group Business Development Director at Evos, said: “We see huge potential in developing our Amsterdam and Hamburg terminals as CO₂ export hubs. Both are strategically located, and the existing direct pipeline connection to the Petrogas sink from our Amsterdam terminal, together with the ability to handle large numbers of railcars in Hamburg, allows us to offer unique export connectivity to the market. Collaborating with two counterparts who each fulfil a critical role in the CO₂ value chain is key to realising this strategy, and we look forward to taking this project into the next phase.”

Markus Menges, SVP Technology & Innovation, SEFE, said: “Successful CCS projects are not delivered by individual players acting alone, but through the seamless collaboration of every part of the value chain. Together with Evos and Petrogas, we are bringing together complementary expertise to work on the set-up of reliable and commercially viable CCS solutions.”

Aleid de Savornin Lohman, Director Abeona CCS, said: “For Abeona, this is an important step in accelerating CO₂ storage as part of the energy transition. By reusing existing infrastructure, we can limit spatial and environmental impact and enable faster realisation. We are pleased to take this step together with SEFE and Evos. With this, we can provide additional flexibility and capacity within the wider CCS system, supporting the development of CCS for the North Sea Canal area, emitters in “Cluster 6” and other emitters that require timely access to CO₂ transport and storage solutions.”
